1604. What evidence shows a beneficiary's inability to manage benefit payments?

For a beneficiary age 18 or older, convincing evidence must be provided of his or her inability to manage or direct the management of payments before a representative payee can be selected. The evidence may be:

  1. Legal findings (see §1605), or

  2. Medical evidence (see §1606), and

  3. Lay evidence (see §1607).
