If you are under the RSDI program, we withhold all benefits until the overpayment is recovered, unless:
You request a lesser withholding; and
You demonstrate that full withholding will cause financial hardship.
If you are under the SSI program, your benefits are withheld at the lesser rate of:
Your entire monthly benefit; or
An amount equal to 10 percent of your total countable income (including SSI and State supplementary payments). (See Chapter 21.)
