If a person died in December 2008 and was receiving Railroad Retirement benefits will the surviving spouse receive a check for him?

Stimulus payment after death of beneficiary

I would say a payment is unlikely. The SSA states that checks should be returned if the intended beneficiary passed away.

You may be eligible for normal survivor benefits, but not the one-time stimulus payment.
