Why can't children get the stimulus payment if they are in the house hold of their parents?

If a child is in the house hold of their parents; why can't he or she get the payment even though they are recieving a SSI. I understand that people living outside the U.S and in other territories can't recieve this payment 'nor can people in jail or prison, but i don't understand why children can't get it in the household of their parents. Maybe im wrong but this is my question....

Disabled children on SSI and check

Note that disabled children receiving SSI are eligible for the one-time payment.

i think the kids could used it for school clothing most of them only get a hunder dollars a month anyway
