If you are a representative payee, Social Security will deliver the one-time payment to you (the representative payee). As representative payee, you are required by law to use the payment the beneficiary (child in this case).

Children under the age of 18 (19 if still in high school) who receive Social Security benefits are NOT eligible for the one-time payment. However, adult children who receive disability benefits on a parent's record will receive a payment.

I'm not sure I understand the question. Disabled children receiving SSI are eligible for the one-time payment. If a child has a representative payee, SSA will deliver the one-time payment to the representative payee. The representative payee is required by law to use the payment for the child's benefit.
